OSS Strengthens the Capacity of Libyan Institutions towards Green Climate Fund Accreditation

From 19 to 21 August 2026, in Tunis, the Sahara and Sahel Observatory is organizing a workshop dedicated to preparing for accreditation to the Green Climate Fund (GCF), as part of the READINESS Libya II project, funded by the GCF.

The workshop brings together representatives of three Libyan institutions previously identified as potential candidates for GCF accreditation: the Libyan Environmental Protection Fund (LEPF), the Renewable Energy Holding Company (REHC), and the Libyan Center for Studies and Research in Environmental Science & Technology (SRCEST). In the long term, these institutions could play a key role in mobilizing, managing and implementing climate finance in Libya.

Strengthening capacities to better prepare for accreditation

Becoming accredited and gaining access to international climate finance requires candidate institutions to have robust governance systems, transparent procedures and management capacities that meet international standards.

Through this workshop, OSS is supporting participating Libyan institutions in understanding the GCF accreditation process and requirements. The objective is to enable them to assess their level of readiness, identify gaps to be addressed and define the priority actions needed to align their institutional frameworks with GCF requirements.

Beyond technical presentations, the training adopts a participatory and operational approach, combining case studies, practical exercises, self-assessments and activities tailored to the specific realities of each institution. This approach helps deepen participants’ understanding of the GCF’s key requirements, particularly in the areas of financial and fiduciary management, governance and institutional integrity, procurement, project management, environmental and social risk management, gender mainstreaming, monitoring and evaluation, as well as grievance redress mechanisms.

This step-by-step approach supports institutions from gaining a thorough understanding of GCF requirements, through assessing their existing capacities, to strengthening the institutional arrangements needed to effectively access, manage and implement climate finance.

Through READINESS Libya II, the ambition is to contribute to strengthening Libya’s national climate finance ecosystem by building the capacities of institutions that are expected to play a direct role in mobilizing and implementing resources dedicated to climate action.

Through its technical support and capacity-building efforts, OSS is helping prepare Libyan institutions to meet international standards and create the enabling conditions for more effective mobilization of climate finance, contributing to sustainable development and greater resilience to climate change.
