Tripoli, 7 October 2026
The Libyan Ministry of Environment and the Sahara and Sahel Observatory (OSS) signed a Memorandum of Understanding (MoU) in Tripoli on 7 October, expanding their cooperation in the fields of climate, environment and sustainable natural resource management.
Signed by H.E. Dr. Mohamed Sidi Ibrahim, Minister of Environment, and Mr. Nabil Ben Khatra, Executive Secretary of OSS, the agreement will facilitate the development of new joint initiatives addressing Libya’s environmental and climate priorities.
The cooperation will focus in particular on climate policies and strategies, risk assessment, sustainable natural resource management, combating land degradation and desertification, and the management of transboundary aquifers.
It will also cover Earth observation and remote sensing, as well as project development and the mobilisation of funding from major international financing mechanisms, including the Global Environment Facility, the Adaptation Fund and the Green Climate Fund.
This framework will enable Libyan institutions and OSS to strengthen the exchange of expertise, identify new projects and mobilise resources more effectively in support of national priorities.
A joint committee will oversee the implementation of activities and identify areas where further action can be developed.
The signing of this Memorandum builds on several years of cooperation between Libya and OSS and provides a framework for developing new projects to support climate resilience, sustainable natural resource management and improved access to international climate and environmental finance.
