Preparing Libya for Climate Finance, establishing the NDA and building the institutional, human and technical capacities of Libya's climate finance system

The second phase of the Libya Readiness Project, entitled “Building the Institutional, Human and Technical Capacities of Libya’s Climate Finance System – Green Climate Fund (GCF) Readiness Program”, focuses on consolidating earlier achievements and deepening the foundations laid in the initial phase. This stage seeks to reinforce the capacity of Libya’s National Designated Authority (NDA) by establishing a permanent secretariat, improving coordination mechanisms, and strengthening no-objection procedures. It also includes the development of project proposals aligned with national priorities and the capacity building of national entities in line with GCF accreditation requirements.

These efforts build on the first phase “Preparing Libya for Climate Finance and Establishing the National Designated Authority – Green Climate Fund (GCF) Readiness Program”, which marks a critical step in organizing the country’s response to climate challenges. The primary objective of that initial phase is to enhance the technical and institutional capacities of Libya's climate finance bodies, thereby fostering access to international and particularly GCF resources. One of the most significant outcomes is the NDA establishment, providing Libya with a dedicated structure to coordinate and lead its climate finance efforts.

Taken together, the two phases reflect a clear purpose: providing Libya with a robust and operational climate finance system that can effectively mobilize international resources and support national actions to build resilience and promote sustainable development.
