OSS at the heart of climate finance capacity building in Africa

The Sahara and Sahel Observatory took part in the Regional Workshop on the Development and Structuring of Adaptation Fund Projects, held in Dakar, Senegal, from 16 to 19 September 2025.

Organized under the Adaptation Project Incubator for Africa (APIA) program, led by the Africa Adaptation Initiative (AAI) in partnership with Sustainable Solutions for Africa (SSA) and the Centre de Suivi Écologique (CSE), the workshop brought together key institutions from across the continent. Its goal: to boost Africa’s access to climate finance by equipping national and regional entities with the tools and skills needed to design robust, bankable projects.

For four days, participants engaged in hands-on training sessions and peer-to-peer exchanges, covering topics such as the Adaptation Fund’s new access modalities, the formulation of concept notes and full proposals, climate rationale, and the integration of environmental, social and gender safeguards. Tailored B2B clinics provided direct guidance to strengthen proposals and support re-accreditation processes.

Representing OSS, Mr. Reuben S. Muhanji, Head of the Project Development Division, and Mr. Aymen Ben Ahmed, Technical Assistant, presented ongoing project initiatives and shared feedback received from the Adaptation Fund. Their contributions sparked fruitful exchanges with peers and highlighted the added value of OSS’s experience as an accredited entity.

“The one-on-one support gave us clarity on how to strengthen our climate rationale and respond effectively to the Fund’s comments,” said Mr. Muhanji.

This participation reaffirms OSS’s role as a regional facilitator of direct access to climate finance and its determination to support African countries in scaling up adaptation efforts. Fully aligned with the OSS 2030 Strategy, this commitment reflects the organization’s vision of inclusive and sustainable climate resilience, driven by innovation, South-South cooperation and shared expertise.
